Topic of Interest:

 Approve Keystone Alliance Consulting to perform a Sewer Rate Study at a total cost not to
exceed $20,630 (attachment)
           Committee Recommendation 2-0
 Authorize the Solicitor to include plastic straws in the proposed Ordinance that will ban the use of
single-use HDPE plastic bags in the Borough of West Chester (attachment)  Note:  goal is to be
straw free!
           Committee Recommendation 2-0

 Approve all restaurants with a liquor license participating in the Restaurant Festival to be RAMP
certified (attachment)

Parking Committee:
Topic of Interest:
 Authorize the Solicitor to prepare an Ordinance designating car-share service pick up zones on
the 50 and 100 blocks of North Walnut Street; the 50 and 100 blocks of North Church Street; the
50 Block of East Market Street and the 200 Block of West Gay street, after 10pm on Thursday,
Friday and Saturday evenings (attachment)

 Authorize the Solicitor to amend Chapter 104-54 to extend year-round free meter parking on First
Fridays from 5pm – midnight (attachment)   Note:  why not EVERY Friday??

 Approve Increasing the annual rage of residential parking permits from $8 to $15 for the first
permit (attachment) Recommended in Desman's Final Comprehensive Parking Guide  (WOW!)

property/dwelling unit)
 Approve increasing the annual rate of a business permit from $8 to $50  (attachment)

 Approve the 5-year Collective Bargaining Agreement between the Borough of West Chester and
the Brotherhood of the West Chester Police (attachment)

Topic of Interest:

 Approve the request for the 2019 budget modification of $77,000 for the reallocation of funds from
vacant salary line iterms, to the equipment and technology line item, specifically for the purchase
of police body cameras (attachment)

 Approve the deposit of the $600,000 2018 net savings into the Capital Reserve Fund in order to
increase the Borough's cash reserve position (attachment)  Note:  You will want to review this
attachment!

Topic of Interest:

 Establish a committee to review the zoning code update, and enter into a profession services
agreement with Buckley, Brion, McGuire and Morris LLP to update the zoning code (attachment)

 Approve the 60-day extension to April 20, 2019, for Recording the Reverse  Subdivision Plans for
7-9 North Church Street (attachment)
