Notice of Special Public Meeting – Amend the Earned Income Tax Rate
NOTICE IS GIVEN that on Wednesday, November 14, 2018 at 7:30 p.m.,
prevailing time, Council for the Borough of West Chester, Chester County,
Pennsylvania, will hold a public hearing as part of a special public meeting at
the Borough of West Chester’s temporary administrative offices located at 829
Paoli Pike, West Chester, Pennsylvania, to consider the adoption of, and if
approved, Borough Council will adopt an ordinance amending the earned
income tax rate for residents of the Borough. The Ordinance has the following
title and summary:
AN ORDINANCE OF THE BOROUGH OF WEST
CHESTER, CHESTER COUNTY, PENNSYLVANIA,
AMENDING CHAPTER 99 OF THE WEST CHESTER
CODE, TITLED, “TAXATION”
, SPECIFICALLY SECTION
99-2 TO AMEND THE EARNED INCOME TAX RATE FOR
RESIDENTS OF THE BOROUGH FROM 1.0% ON
EARNED INCOME AND NET PROFITS TO 1.25%.
Pursuant to the Local Tax Enabling Act, 53 P.S. §6924.101 et seq., notice is
given that the substantial nature of the ordinance is to increase the
already imposed earned income tax for residents of the Borough from
1% to 1.25%. The Borough Council intends to increase the tax rate in
order to raise revenue to assist in reducing the Borough’s unfunded
pension liability. The amount of revenue estimated to be
derived from this tax for fiscal year 2019 is approximately $1,670,000.00.

Borough of West Chester administrative offices located at 829 Paoli Pike,
West Chester, Pennsylvania, Monday through Friday from 8:30 a.m. to 5:00
p.m. A copy of the full text of the Ordinance may be obtained for a charge not
greater than the cost thereof. In addition, a certified copy of the proposed
Ordinance is also on file and available for inspection by members of the public
